This research was conducted based on the problem of the difficulty faced by the English teachers in areas with low signal when teaching English speaking skills to students using smartphones during the covid 19 pandemic. The purpose of this study is to find out on how the teacher's questioning strategy can improve students' speaking skills through the PPP method when using Whatsapp application as a teaching aid during the pandemic. Data collection methods used are observation, test, questionnaire, and interview. In this study, researchers used mixed method research. This study uses data collection by using quantitative data supported by qualitative data. This study attempts to test the teacher's questioning strategy with PPP in an effort to improve students' English speaking skills. The results showed that during the pre-test the average score was 62.4 and the average the post-test score was 73.7. After practicing speaking using the PPP method, the students' speaking ability in English has increased which can be seen from the comparison between the pre-test and the post-test where the student's speaking ability assessment score increases up to 18%. In this study, a paired t-test was also employed to measure the significant improvement in students' English speaking skills with the result that the t-test score (2.806) was greater than the t-table (2.048) at a significance level of 0.05 and degrees of freedom (df) 14. (N-1 = 15-1) where N is the number of students, therefore the alternative hypothesis (H1) is accepted and the null hypothesis (Ho) is rejected. Based on the results of the comparison of students' scores on the pre-test and the post-test as well as observations made during the study using the interview and questionnaire method, it can be concluded that the teacher's questioning strategy combined with the use of the Present, Practice, Production (PPP) method can improve students' English speaking skills using WhatsApp during pandemic period
